It isn't made like a costume. It is nice enough to wear as an outfit. I have found that it is sometimes really hard to find something well made for children bUT this is really nice. This is a really nice light weight comfortable Bruce Lee suit for children. My son was so comfortable when he was wearing this. It has snaps between the legs for eas on and off and diaper changes.                                                                              The 28.7" is actually size 6-12 months.  It's super cute.  And almost all cotton and 5% spandex.  I haven't washed it or tried it on my baby.  He is 6 months old now.  But wears 12-18 month clothes.  So I'll probably have to order the next size up for Halloween.
